I don't know what they use to layout the KB articles, but MS Word would work fine as long as you hit Enter after an actual http hyperlink or edit the address correctly with Insert Hyperlink. I think Bob was starting from a Windows Explorer window, with the Menu Bar displayed; this has a Tools button. If you don't see the Menu Bar in Windows Explorer, you can turn it on momentarily by pressing <Alt> or (semi-)permanently by clicking Organize | Layout and checking that selection.
